Present: Joe Badgley, Tina Edwards, Cindy Gissy, Jamie Haines, Robert Harrison, Judy Higgs, Denise Honaker, Larry Keaton, Cindy Kelley, David Lancaster, Phil McClung, Dan Metz, Ron Nichols, and Chris Whytsell.

Minutes from the November 14, 2001, EPPAC meeting were read and approved.  Motion to approve by Ron Nichols, seconded by David Lancaster; approved unanimously.

Title II Report

The Title II report was included in the packet of materials mailed prior to the meeting.  Bob Harrison commended the Cindy Kelley and the Education Division on the quality of the report.  Because the report is student friendly, it can be a good recruiting tool.  However, the report should be renamed (Education Division At a Glance, etc.).

English and Social Studies Endorsements

These new endorsements will be included in the 2002-2003 catalog.  The committee asked that courses included in the Multi-Subject curriculum be noted with an asterisk and that courses included in the Multi Subject curriculum dealing with reading be added and noted.  This step will help with the federal government “No Child Left Behind” legislation.

Portfolio Rubric

A review of student progress in the area of electronic portfolio was given.  Notebook portfolios were exhibited followed by an electronic portfolio from last year and one from this year.  The development of technology knowledge was apparent.  The committee was given a copy of the refined rubric that was developed from the rubric previously presented.  It was explained that each portfolio must receive a score of 12 or higher for acceptance.

Bob Harrison suggested that the Division have a category of Admission with Distinction.  Having this type of category might be helpful with Title II.

Associate Degree in Early Childhood Development

The Division has been given approval to develop curriculum requirements for an Associate Degree in Early Childhood Development.  The nucleus for Pre-K is included in the draft;

WVU-P might want to consider adding Pre-K to the four-year program.  ETS is creating assessments for Early Childhood; the Division may want to keep in line with their assessment criteria.  WVU-P has an early childhood apprentice program in place.  This program will need to be examined to see if some articulation could be developed.

Cindy Kelley asked if EPPAC would support the efforts to develop an Early Childhood curriculum.  Ron Nichols so moved; Judy Higgs seconded.  The motion carried unanimously.

Associate Degree in Paraprofessional Studies

Cindy Kelley has also been developing the requirements for an associate degree in Paraprofessional Studies. This degree will consist of 66 hours with a large practicum component.  It was suggested that this degree and the Associate Degree in Early Childhood Education be combined into one degree with two available options.  This program could possibly be used as an apprentice program for retraining those already in the field.  Bob Harrison suggested that we utilize Board certified teachers to retrain paraprofessionals prior to 2005.  Bob Harrison motioned that EPPAC empower WVU-P and support the development of this program; Larry Keaton seconded.  Motion carried unanimously

.

Practicum Fee Schedule

Cindy Kelley distributed information on a practicum fee proposal for education majors.  Because of shrinking dollars and increased costs, she is proposing a practicum fee to offset the cost of stipends and printed materials distributed to students.  These fees will also allow WVU-P to be more competitive in field placements.  Bob Harrison suggested that nursing lab fees be used as a comparison.  If fees are included in a syllabus, student loans will cover the costs.  Costs such as the PLT should also be listed in a syllabus so that student loans will cover the cost.  Bob Harrison motioned that the division move forward in investigating a fee structure; Larry Keaton seconded.  Motion carried unanimously.

Meeting adjourned.
